In the course of the
globalisation of economic activity, the term "management
of change" for those responsible for human resources of internationally
active enterprises is in the foreground.
Complexity results in almost all enterprises and institutions by the
dynamics of change which can only incompletely be directed by traditional
control instruments. The following applies: "Processes dominate
structures" and
not the other way round. Therefore the
understanding asserts itself in management that with regard to personnel
decisions it is no longer an issue of quiet and smooth integration
